The instrument you will actually play, in a form you can play where you live. That usually means headphones or a headphone output, and it matters far more than which brand is on the front.
The constraint is the room, not the budget
A drum kit you cannot play after eight in the evening will be played rarely, whatever it cost. An amplifier with a headphone socket, a mesh-head kit, a digital piano with a quiet action: those are the versions that get used.
Then the setup
A guitar that has been adjusted, a stand at the right height, a stool that fits. These cost very little and decide whether the first month is enjoyable.
Then the accessories that are missing
The pedal, the adapter, the cable, the tuner. Budget a real sum beyond the instrument for the parts that were not in the box.
The questions players ask
Instrument or recording gear first?
The instrument, unless the point is recording other people. An instrument gets played daily; an interface waits for something to record.
How much should a first instrument cost?
Enough that it is not fighting you: a set-up guitar, a weighted piano action, a mesh-head kit. Below that, the thing that gets cut is what makes practice pleasant.
